Some person or bot is posting nonsense about how to get airline tickets in our forum. Can this user be blocked?

i have a kaspersky program installed that keeps the pop ups away from me.
correction: right after i posted this. the next thing i saw was the airline ticket post.
so i am guessing that it is not a pop up type post. -
