Found at Walmart today, copyright 2019, labeled Hallmark (and, oh yeah, it's also Tonka!):

    It's resin....solid....so not everybody's "cup 'o tea"....but it IS Matchbox size:

It is strictly for hanging (or displaying static on a shelf)....wheels do not turn. Again....solid resin casting. And about $7...pricey but it's a Hallmark....it was in the Christmas section of the store...

Edit: I haven't compared it to the fairly recent (year or so ago) series of Tonka diecast/plastic fire apparatus in the 4-6 inch range, but I do think it's a copy of one of those models.

Edit 2: Nope, it's not a copy of the "Rescue Rig" series, but similar cab to some of those models.

Blair it is a copy of one of their larger light and sound models, my kids have one or two around the house, I’ll try to post a picture of in the next day or two.

I picked one up last year, maybe in Walmart.

Tonka Toys are cool says the kid who had some of the big pressed steel ones back in the '50's (but not the fire engines). Know where I will be headed on my next trip to Wal Mart - neat that it is Matchbox size so will fit right into my collection. And here I was thinking my next time at Wal Mart would be to get the Tomica Subaru Forester.

Here is the inspiration for the ornament. The "T-10" decals are aftermarket add on to match Jackson's Fire House, it originally had a different number on it.

That's probably the 'model' I had in mind as the inspiration....when you showed Jackson's Fire Department at one of the old places. I just knew the ornament looked kinda familiar, and the cab and pump panel was the reason.
